The incident between Detective Jeff Payne and University of Utah Hospital’s burn unit nurse Alex Wubbels was caught on the officer’s body camera. Payne had demanded that Wubbels draw blood from a sedated patient but she refused because it was against the hospital policy as the patient was not under arrest, and the police did not have the patient’s consent or a warrant.

After they argued for a while, the video shows Payne arresting her despite her cries for help. She is repeatedly heard saying “I’ve done nothing wrong” and “you’re assaulting me”. Payne has now been placed on paid leave, while Webbels was released the same day without any charges. The video, released on Friday, has gone viral on social media.

Salt Lake City Mayor Jackie Biskupski released a statement saying an investigation has been ordered into the incident. “No medical professional in Salt Lake City should be hindered from performing their duties, and certainly not be fearful of the police officers they so often partner with to save lives,” Biskupski said.

The Police Department Chief Mike Brown said he was alarmed by the video, and that Payne has been suspended from blood-draw duties. An internal affairs investigation was started within 12 hours, he said. “We’ve looked at the actions that took place, the policies that could have prevented it, and the training that must be done,” Brown said. Within 24 hours, measures were taken and policies were changed to ensure this never happens again, he added.
